Namibia Revenue Agency (NamRA) today officially launched its first Tax Inspectors Without Borders (TIWB) programme in partnership with the Federal Ministry of Finance of Germany. The initiative aims to enhance NamRA’s tax audit capabilities, particularly in the area of transfer pricing.
As part of the programme, a serving tax official from Germany will be deployed alongside a TIWB Roster expert to provide hands-on technical support. The initiative will be implemented over the next 24 months, focusing on strengthening NamRA’s ability to identify key transfer pricing risks and conduct thorough tax audits of multinational enterprises operating in Namibia.
The TIWB experts will employ TIWB’s signature "learning-by-doing" methodology, which ensures knowledge transfer and best practice sharing through direct engagement with NamRA auditors on real tax audit cases. The programme is expected to significantly enhance NamRA’s capacity to enforce compliance and boost domestic revenue mobilisation.
Commissioner of NamRA, Sam SHIVUTE, expressed his enthusiasm for the initiative, stating this partnership marks a significant step forward in NamRA's mission to build a robust and capable tax administration. He added "Through the expertise provided by TIWB, we will improve our ability to address transfer pricing challenges, ensuring that multinational enterprises pay their fair share of taxes in Namibia. This programme aligns perfectly with our broader goal of enhancing tax compliance and fostering economic growth.”
TIWB, a joint initiative of the Organisation for Economic Co-operation and Development (OECD) and the United Nations Development Programme (UNDP), has been instrumental in supporting developing countries in building stronger tax systems. In 2025, TIWB will celebrate a decade of fostering tax expertise worldwide, demonstrating its impact in promoting fair and effective taxation.
