Commissioner SHIVUTE Calls for Bold Leadership and Collaboration

Commissioner Shivute at ATAF Leadership Masterclass

The African Tax Administration Forum (ATAF) Vice Chairperson Sam SHIVUTE, wants stronger collaboration among African tax administrators.

Speaking at the ATAF Heads of Tax Administrations Leadership Masterclass currently underway in Rabat, Morocco, SHIVUTE also encouraged ATAF to reinforce its support to member states.

The high-level gathering brings together 23 Heads of Tax Administrations from across the continent and is jointly hosted by the Directorate of Taxes of the Kingdom of Morocco and ATAF.

“We must use this Masterclass not only as a platform for knowledge exchange but also as a means of shaping the future direction of ATAF, to ensure it remains a beacon of excellence in African tax policy and administration,” he stated.

Commissioner SHIVUTE who also heads the Namibia Revenue Agency, participated in a panel session on Embracing Collaboration and Enhanced Transparency for Domestic Resource Mobilisation. 

During the session, he shared Namibia’s journey and strategic reforms that have enabled the country to achieve the highest tax-to-GDP ratio on the continent, according to ATAF data, for two consecutive years.

“The topics on our agenda, from tax base expansion to tax transparency are not abstract. They are practical levers for change,” he said. “They require us to act as leaders who inspire teams, innovate boldly and foster trust among our citizens and partners.”
